The board formally delegates the day-to-day management of Horizon Power to the Chief Executive Officer and Executive management team.
Horizon Power is structured into seven divisions, each with a focus on delivering aspects of its operations, customer services and ongoing business developments.
CEO Stephanie Unwin
Stephanie Unwin is Chief Executive Officer of Horizon Power, a Government Trading Enterprise that generates, distributes and retails electricity to more than 48,000 connections across 35 microgrids and the North West Interconnected System. Horizon Power has the largest footprint of any utility globally at 2.3 million square kilometres, and operates in the naturally resource rich and remote areas of Western Australia.
Ms Unwin is a recognised energy industry leader, having held a number of senior executive roles with Synergy and Verve Energy between 2008 and 2017. She joined Horizon Power in 2019 from the CBH Group, where she held the position of General Manager Transformation and Technology.
Stephanie has extensive experience in retail business strategy, business transformation, digitalisation, project management, and renewable energy project development and holds a Bachelor of Laws (LLB) and Economics (BEcon) from Murdoch University.
General Manager David Tovey
David Tovey is Horizon Power’s General Manager of Corporate Services, and Company Secretary.
As Company Secretary, David provides advice and administrative services to the Board. As General Manager of the Corporate Services division, David oversees Horizon Power’s legal and risk, communications, procurement, facilities management, health and safety, and human resources functions.
David has extensive experience in the electricity industry in a variety of strategic, business development, operational and corporate governance roles. He is a member of CPA Australia, the Australian Institute of Company Directors and an Associate of the Governance Institute of Australia.
General Manager Mike Houlahan
Mike Houlahan is Horizon Power’s General Manager of Commercial Services and Finance, and Chief Financial Officer.
Mike led the development of new business futures, focused not only on the traditional, centralised generation model, but the growing, highly distributed, stand-alone and remote community models. This is being achieved through the implementation of a new microgrid operating model, incorporating an award-winning digital transformation and revolution of the customer experience.
The Commercial Services and Finance division is developing an enterprise value roadmap to ensure long-term financial sustainability, and prioritise the development of products and services that benefit both customers and the network.
As well as his nine years in the energy industry with Horizon Power, Mike has held senior consulting, finance and strategy roles across various industries including banking, civil construction and telecommunications, in New Zealand, Singapore, Hong Kong and the UK.
General Manager Mark Paterson
Mark Paterson is Horizon Power’s General Manager of Consumer Energy.
Under Mark’s leadership, the Consumer Energy division is developing a range of new technologies and business offerings that will accelerate access to renewable energy and support reliable, cost-effective electricity for all.
Before joining Horizon Power, Mark spent six years with CSIRO, where he led the Electricity Grids and Renewable Energy research program. During this time he chaired the national Future Grid Forum and was Program Director for the Electricity Network Transformation Roadmap. He has also chaired the Standards Australia AS/NZS4755 Demand Response standards committee and is an associate member of the GridWise Architecture Council in the United States.
General Manager Darren Hill
Darren Hill is the General Manager of Horizon Power’s Generation and Retail division.
Under Darren’s leadership, the Generation and Retail division develops the products, pricing structures and contract strategies for all customers – from residential, to large and medium enterprise customers as well as independent power producers.
The division manages all facets of customer service, Horizon Power’s retail strategy and the delivery of major generation developments. The division is also responsible for sourcing contracts, which includes power purchase agreements, and gas, diesel and transport contracts.
With strategic leadership and management expertise in the utilities sector, Darren is experienced in managing relationships with stakeholders.
General Manager Laurie Curro
Laurie Curro is the Acting General Manager of Horizon Power’s Operations division, responsible for the safe and reliable operation of all Horizon Power Systems.
Laurie has over 30 years’ experience working in the energy industry, with a particular focus on power transmission and distribution. He has worked in most areas of the electricity value chain with particular interest in design, planning, operations and fault management.
Laurie holds Engineering Executive status with Engineers Australia, is a graduate of the Australian Institute of Company Directors.
Acting General Manager Brett Hovingh
Brett Hovingh is Acting General Manager of Power Systems, overseeing a broad range of engineering, asset management and regulatory functions.
