Contractor registration & authorisation

We're responsible for ensuring that contractors and their staff are safe when working at Horizon Power's sites in respect to matters over which we have control. The Contractor Work Health and Safety management lifecycle has four phases, with contractor registration and authorisation being a component of phase 2 – Onboarding.

You must receive approval to work not only on Horizon Power non-electrical infrastructure but also to work on or near our generation and network assets. The purpose of onboarding contractors is to ensure that Horizon Power informs contractors of risks arising from its undertaking and ensuring we do not expose contractors to those risks. Onboarding is not intended to instruct contractors in how to undertake their work or manage risks arising from their undertaking or to prescribe methods of risk control in respect of risks under the control of contractors.

This page provides contractors with information to navigate both the registration process and/or the authorisation process to ensure all workers have the appropriate authority prior to the commencement of the work. In addition to the registration and/or authorisation of individuals prior to the commencement of work, contractors may be required to work with Horizon Power to:

  • Conduct risk workshops or assessments to inform the approach to the work.
  • Establish WHS management plans for the work.
  • Determine the approach to emergency management for work where there are shared resources or accountabilities.
  • Determine delineation between contractor and Horizon Power controlled areas (particularly where the contractor is engaged as a Principal Contractor).

The support document is a ‘How-to' guide that covers both the registration and authorisation processes, including:

  • when registration or authorisation is required,
  • the Self-managed registration process,

  • both compliance verification and non-conformance processes.

The primary contractor is responsible to ensure all sub-contractors have the appropriate Horizon Power registration or authorisation prior to the commencement of the work. Horizon Power will undertake regular compliance verification to ensure contractors employees' have the correct registration or authorisation for the work they are undertaking.

This process caters for those contractors undertaking low risk works on Horizon Power support assets that are: not on or near the Network or Generation asset that are for the production of electricity. Primarily, the works are deemed non-prescribed and non-specified activities. For example, cleaning, gardening, an electrician doing work at our depot, etc. A full list of activities can be found here.

To complete your application, you will need:

  • Your Horizon Power representative's email address
  • Your Horizon Power accredited supplier number
  • The work category(ies) you are undertaking - refer to the registration (standard) matrix below for more information
  • Formal identification (upload a copy of your formal identification i.e., Australian driver's licence or passport)
  • Photograph (passport style requirements e.g., no hat, no sunglasses, head/shoulders, etc)

A registration card will be issued to a worker that has applied and been registered to perform work meeting the requirement of the Contractor self-managed registration (standard) process. The registration card will expire three years after initially being approved. It is the responsibility of the worker to maintain currency, that is, the re-registration/re-authorisation via their accredited employer prior to the identified expiry date.

This process caters for contractors undertaking high risk activities on or near generation and network assets, that is, in relation to the production and transport of electricity. For example linework, generator maintenance, cable jointing, etc. A full list of activities can be found here.

To complete your application, you will need:

  • Your Horizon Power representative's email address
  • Your Horizon Power accredited supplier number
  • The work category(ies) you are undertaking - refer to the Contractor authorisation matrix below for more information
  • Formal identification (upload a copy of your formal identification i.e., Australian driver's licence or passport)
  • Photograph (passport style requirements e.g., no hat, no sunglasses, head/shoulders, etc)
  • Electronic copies of all your supporting documentation (i.e., valid qualification and certificates, etc)
  •  

An authorisation card will be issued to a worker that has applied and been authorised to preform work meeting the requirement of the Contractor authorisation process. The authorisation card will expire three years after initially being approved. It is the responsibility of the worker to maintain currency, that is, the re-registration/re-authorisation via their accredited employer prior to the identified expiry date.
